Swat Youth Front
and Oxfam jointly started work on
emergency bases and provide relief assistance to earthquake-affected
peoples of district Shangla Upper. of N.W.F.P.
Swat Youth Front
facilitated a visit of 07 INGO's’ team leaded by Ms.
Fatma an of Oxfam Pakistan Programme to
earthquake-effected district Shangla. Soon after Swat Youth Front
conducted a rapid
assessment of those INGO's on the
basis of that assessment, a proposal was submitted to
Oxfam in-order to provide quick relief to the earthquake
affected communities in the area. Oxfam signed an
agreement with Swat Youth Front as implementation
partner and launched a |

project
under the title of “Pakistan Earthquake Response
Programme”. Initially 3000 families of 06 Union
Councils in District Shangla (upper) were selected for
the provision of relief goods. i.e. Union Councils Dandai,
Bootyal, Ranyal, Shang, Opal and Sarkool.
A group of 20 male and 10 female volunteers were involved to
implement the project. 2569 families of the above
mentioned union councils were provided tents,
Plastic sheets and blankets etc while the remaining
400-targeted families will be provided relief goods
within a copal of days. |

Swat Youth Front established
regional office at Besham. The services of relevant staff
and volunteers were hired to conduct assessment and other
relief activities. seven teams consist of five members
each were formed and send to the selected areas for
assessment. for smooth and rapid response to the
affectees, Committees of local stakeholders
were formed in each village . After assessment and
registration tokens were issued to the affected families and
they were supplied relief goods from the Besham warehouse
on October 13,05.M On other hand in remote areas distribution points were
pointed out to ensure the distribution approachable
for the affected people. During the period Swat Youth
Front tried to reach the most vulnerable and most affected
families in the target area as per criteria of the
partner organization. Female
volunteers swat Youth Front also took part to provide quick relief to
the effected females segment of the society. Special
attention and priority was given to female, widows, orphans,
children and to those who depend on women only.
The project was initially started in 08
target union councils. Meanwhile other agencies
started relief activities in our selected two union councils of the
project the then those two union councils were dropped to
ensure the distribution more transparent and to
avoid doubling. Coordination forum of all agencies was formed
to help the Oxfam officials. During the coordination
meetings information sharing and view exchanges working
organizations were clear to help the affected in real way
The list beneficiaries were circulated amongst the
participation for transparency and accountability . The beneficiaries were provided relief
goods as per details below

1. OXFAM
provide four hundreds tents package on emergency bases
soon after the supply of tents suspended while the
remaining items were supplied as per planning. Registration
and identification of effectees were continued in the
target area. Meanwhile rainfall started and the people were
living with with out any shelter. This critical situation
SYF supplied plastic sheets instead of the tents on
emergency bases. straggle for the affected communities by
Swat Youth Front was contained .The then issue was
discussed with the Program manager of Oxfam. The tent
supplied were started in December 2005 again Meanwhile
governmental and nongovernmental agencies were provide tents
and other relief items in our targeted areas. The previous
assessment, registration and identification become useless
hence Swat Youth Front started identification and
registration approached again in the same areas
2. During
the activity some of the local community raised a
traditional issue on December 8, 2005 regarding female
employees of Swat Youth Front . Thus female
related activities i.e. distribution of health hygiene kit was
terminated . Then thousands (1000)
health hygiene kits were distributed through male
volunteers.
3. Political interests of various groups particularly the
newly elected Nazims , councilors and the runners were
trying to increase their vote bank through the distribution
of relief goods. They were hurdles for the
organization. But the organization strictly followed the
policy and criteria for the needy people of the area with
out personal priorities. |
